that charged by the country concerned for

a similar visa.

(b). Transit visas (which have not hitherto been

issued except in rare case, e.g. to Egypt,

where the fee has been $2) to be $1 in the

case of nationals of those countries which

charge one gold franc or its equivalent,

otherwise to be reciprocal to the amount

charged therefor.

In this connection I have the honour to request

Your Lordship, if these revised charges are approved, to

be so good as to obtain from the Foreign Office such

details as to the working of the system of reciprocal

fees as they may be in a position to furnish, together

with any further information not included in the annual

Passport and Visa Regulations as may be necessary for

the proper enforcement of the system.

I should like further to submit for Your Lord-

ship's consideration a proposal that all charges, other

than for visas, connected with the issue, renewal or

endorsement of passports and travel certificates should

be doubled owing to the fall of the exchange value of the

dollar.

5. I would add that under the present system Hong

Kong appears to be gaining a reputation for the cheapness

of its fees, and that applications which should properly

be made to the various consuls in China and Japan are

frequently made here, with the result that considerable

work is entailed with no proportionate advantage to the

Colony.
